We have identified the cause of the issue and have implemented configuration change. Some accounts are seeing a recovery and are able to create segments.

Update

For recently created contacts/lists, we are investigating a delay in contact processing in US WEST. This is impacting the creation of segments attempting to use newly created contacts/lists. This is not impacting preexisting contacts or lists.
